In addition
to the Citizen's Charter, Praja has begun work on a project called
Project Performance, which aims to provide performance evaluation
and feedback to the BMC based on the standards as committed to in
the Citizens’ Charter, through opinion polls and thereby achieve the
objective of Accountability.
The
Concept
Project
Performance takes up the issue from the Citizens’ Charter. As the
elected representatives and bureaucrats are responsible for the
quality of services, they will both be “rated” by the survey. This
impartial appraisal by citizens will highlight performers and pull
up non-performers. This way we will attempt to bring back accountability
in governance that is the very essence of democracy.
We believe
that our elected representatives and the public service officials
should perform their duties and be responsive to the needs of the
electorate at all times – not just before an election. We therefore
wish to repeat this public evaluation every 6 months.
The Features
- A
comprehensive report card for civic government
- A
rating for each essential service in each area, and each function,
in Bombay.
- The
rating is based on a survey that is to be carried out by MARG.
- The
survey is to be repeated periodically.
- The
report card is to be reviewed at the highest level by a focus
group of citizens and governance.
