Mumbai Citizens' Handbook

 
The Mumbai Citizen’s Handbook is a detailed analysis about the state of governance in Mumbai city. It provides information to the citizens about the on-the-ground functioning of different government departments within the Mumbai municipal corporation and other agencies handling civic governance in the city. Services such as water, sewerage and sanitation, education, health, police, and environment were assessed to understand the problems in the delivery of each of these. The programmes, projects and budgetary allocations of each of these departments were analyzed. Additional information was obtained by filing RTI applications with these departments.

Based on discussions with experts in the field of public policy, and former government officials, we came up with recommendations for improving service delivery in each of these departments. The recommendations also sought to reorient the paradigm of public service agencies to become open to partnerships with citizens’ and private organizations for improving the services given to the end users.
